Interview with Jamaica's Minister of State for Local Government, Robert Montague
Robert Montague, Jamaica's Minister of State for Local Government tells the Local Government Channel's Stephen Horn the country is taking radical steps to build capacity and improve its local government. Montague says the experiment places more weight on local government and removes certain responsibilities from the central government.
