Terms and Conditions for Authorities
Challenge Applications now closed.
Applications to host a challenge as part of the Local Government Challenge ("the competition") are subject to acceptance of these terms and conditions:
1. The authority must be in membership of the LGA from 1st September 2009 to 8th July 2010 (inclusive).
2. Applications to host a challenge will be judged and selected by a panel of judges based on factors including design, practicality and individuality. The judges will be looking for a range of challenges spread across a range of different authorities. The judges decision is final.
3. You must apply on-line at http://www.localgovernmentchannel.com/lgchallenge Postal entries will not be accepted. The closing date for the receipt of applications is 5pm on Friday 11th September 2009. The LGA reserves the right to change the closing date where the entries are of insufficient quality. An acknowledgement of receipt of your application will be sent to you electronically. If you do not receive such an acknowledgement, please contact info@lgchallenge.org who can assist you and may ask you to re-submit your application. A maximum of two entries per authority can be accepted. You can submit sole application(s) and/or joint application(s) (provided that all the authorities involved in a joint application are in membership of the LGA). Please note that each application must be accompanied by a lead person's contact details and you must confirm that the application is supported by senior management.
4. You can submit an application to design and host a unique and individual challenge in any of the following five categories:
- a front-line service challenge
- a policy development challenge
- a media/communications challenge
- a community engagement challenge
- an innovation challenge
We are looking for exciting, innovative and realistic tasks that will challenge the competitors and bring out their leadership talent and potential. There will be one task in each of the five categories listed above. The challenge must last for up to one day and be suitable for two teams of five individuals to take part in. You could choose to run two separate exercises and/or run them in different locations, provided that the challenges test the same skills and are of similar difficulty.
5. We will notify the shortlisted authorities by Friday 2nd October 2009. The names of the final five (5) successful authorities (plus a reserve authority) will be published on our website on Friday 30th October 2009.
6. Successful authorities will be required to provide services such as a suitable venue, staff to run the challenge, any necessary equipment and access to information (for briefings prior to the challenge and information during the challenge). If confidential information is provided by the authority for use as part of a challenge, the competitors will be expected to sign a confidentiality agreement and the LGA will work with you to ensure that this happens.
7. Successful authorities, working with the LGA, must ensure that appropriate insurance cover is provided throughout the challenge and that relevant health and safety requirements are adhered to.
8. Successful authorities will not be expected to cover the costs of attendance at the challenge by staff from the LGA and/or the Local Government Channel, unless agreed in writing between the LGA and the successful authority. The LGA will pay the reasonable travel, accommodation and subsistence costs of all competitors and the judging panel, subject to discussion and agreement with the successful authorities. The Local Government Channel will meet its own costs throughout the competition.
9. Challenges will be filmed by the Local Government Channel (and/or its subcontractors) and photographed for publicity purposes. It is expected that the competition will attract local and national media coverage and so it is realistic to assume that successful authorities involvement in the competition may be widely reported in the media and via the internet. Whilst all reasonable steps will be taken to ensure the accuracy of press statements and other material issued by the LGA and the Local Government Channel, the LGA cannot be held responsible for inaccurate onward reporting. The LGA will have final and absolute editorial rights.
10. Challenges must comply with all relevant laws, including (but not limited to) equalities legislation.
11. Successful authorities will be required to enter into a contract with the LGA which will set out the respective responsibilities for providing a challenge as part of the competition.
12. Successful authorities hosting a challenge will be required to supply a suitable individual for the judging panel for that particular challenge.
13. The LGA Group will own all intellectual property rights in relation to the entire competition, including individual challenges. However the LGA is keen to promote the use of the challenges used as part of the competition as learning and development tools and may licence their free use within the public and voluntary sectors.
14. The LGA and its partners reserve the right at any time and from time to time to modify or discontinue (temporarily or permanently), this competition with or without prior notice due to reasons outside their control.
15. The LGA reserves the right at any time to change these terms and conditions.
