Local Government Challenge - Challenge Applications Process Now Closed.

Proposal to host a challenge - guidance notes

 Applications are now closed.


Purpose

Authorities in membership of the LGA are invited to design and host a challenge as part of the 2010 Local Government Challenge. Challenges must be suitable to be tackled by two teams, each comprising five contestants.  

Type of challenges

Each team will face five different challenges, each hosted by a different authority. The challenges will each cover one of the following:

  • front-line service delivery  
  • policy development     
  • media/communications challenge
  • community engagement
  • innovation


Councils can submit proposals for a maximum of two separate challenges.  

Themes

Proposals must fit one of the following 11 priorities, which make up the LGA Group's business priorities for 2010:

  • the economy
  • culture, tourism and sport
  • housing
  • safer communities
  • environment
  • children and young people
  • adult social care and well-being
  • leading local communities
  • local democracy
  • funding and value for money
  • workforce



Selection criteria

In assessing proposals, we will consider the following:
    
1.    Benefits to the local community (For example, improved service or better value for money)
2.    The extent to which the challenge helps to address an existing priority for the authority
3.    Which skills the challenge will test

  • leadership
  • innovation and creativity
  • problem solving, solution finding
  • visionary and forward thinking
  • ability to inspire and motivate others
  • communication

4.    How your own authority's staff or members will be involved in or benefit from hosting the challenge.


We will also need to know:

5.    How long the challenge will take including briefings, preparation and delivery of the challenge
6.    What resources the challenge will need, including any materials, equipment etc
7.    Whether the challenge needs to be held at a particular time (eg school holidays) or is it completely flexible.

Role of the host council

We expect the host council to:

1.    Provide contestants with a full briefing, along with any information and resources that they will need to deliver the challenge
2.    Identify a judge for the panel judging their particular challenge
3.    Provide venue(s) required for the challenge
4.    Work with Websedge TV to ensure best media coverage of the challenge
5.    Enter into a contract with the Local Government Association for the delivery of the challenge.     

Role of the LGA Group

The LGA will:

1.    Cover reasonable travel, accommodation and subsistence costs of all competitors and the judging panel
2.    Work with a shortlist of authorities at the closing date to determine the final selection of host councils
3.    Identify a judging panel to work with the local judge.


Role of Websedge TV

Websedge TV (Local Government Channel) will:

1.    Work with you to maximise media coverage of the challenge.
